I had the exact same issue and it turned out to be the swirl filter. The fuel pump was out first you can check that by disconnecting the hose at the fuel injector if nothing comes out of the hose when you turn it on. Then replace the swirl filter you are most likely low on fuel pressure which is caused by the swirl filter you will have to remove the tank tray etc...

I ended up swapping ECUs and now the injector gets told to fire and the quad will run if manually fed fuel, but now the fuel pump has 0 pressure at all. I guess I will be swapping pumps out again.
