the fuel pump could run all the time and it would just push the fuel through the regulator and back to tank. It should not be able to go through the injector till it is signaled to open

If the injector sprays without the electrical connector plugged in. the injector is stuck open. you should be able to feel the pump and tell if it is running.

Well I switched the relays and it wouldn't run at all so I'm going to get relays now

what is your fuel pressure? Also you said you didn't have spark then you cleaned your plug and now you do. I would replace your spark plug
