Mine seized in there as well, but not due to dirt. (moisture I think) It took some good soaking with carb & choke cleaner and wd-40. to break up the corrosion. I had to tap it loose to finally get it to move. What Shadey said, Plunger in all the way to the lip.

Don't understand what pic you are talking about. I would get the plunger to move freely before putting it back together with the spring. that way you know for sure if it is fully closed.

If that plunger moves freely and you push it fully into the bore (which is what the spring does when fully assembled) that would be the run position, as you Idle it up with the idle advance lever, it will pull that plunger out slightly, opening the bypass air port.

the pic posted is from my ltr race prep thread in the pics/video's section. should be easy to find. I show a pic of my block off I made. I used atp's method.

EDIT...heres the pic. I used a m6 screw about a half inch long, and tapped the plastic nut. then I put epoxy on the screw threads, and put the screw in. worked real good, because then when you install the whole thing, you can use a long philips screw driver instead of trying to get your hand in there.

its so easy, just take spring and plunger off the end of the cable and stick it back in the hol it came out of. stick the yoshi nut on there and screw it down.

just deleted my choke today and used the stock plastic nut that is on the bike and just put a Chit load of silicone in the hole and made sure it adheared to the spring a bit so it will not go anywhere over time.
